I TELEGRAPHED Hillier last night as follows:~~~
"The Times, London, publishes New York telegram reporting Imperial edict has been issued ratifying Kinchow-Tsitsihar-Aigun Railway loan 10,000,000. Do you confirm?";
and have this morning received his reply :-
Referring to your telegram of 21st, report is denied in Chinese official quarters.”
This Inay be considered as so far satisfactory, but, as there is still an element of uncertainty in Hillier's reply, it would be a relief to us if you could see your way to anticipate the arrival of your letter at Peking by a telegram to Sir John Jordan informing him of the British and Chinese Corporation's claim to participation in the Tsitsihar loan contract in lieu of the existing contract for the Fakumen Railway loan.
